Update NIBP pulse handling to millivolts and improve peak detection

• Change pulse voltage from float (V) to integer millivolts (mV).
• Add checks for consecutive stable peaks to better detect systolic and diastolic pressure.
• Run the Savitzky-Golay filter before low-pass and notch filtering.
• Update test cases and CSV logs for simulator datasets.
