build(cmake): make GoogleTest build optional

  • Add LIB_GOOGLE_TEST_ENABLE option to control test target generation
  • Conditionally include GoogleTest coverage configuration
  • Wrap GoogleTest executable and test discovery in the feature flag
  • Move coverage setup and test registration into the GoogleTest block
  • Keep production/library builds independent of GoogleTest
  • Default GoogleTest build to OFF
