Implemented frugen library with unit test cases

  • Add detailed FRU encode/decode implementation to frugen
  • Implement support for binary, BCDPlus, and 6-bit ASCII FRU fields
  • Add uuid hex string to binary conversion for multi-record areas
  • Added unit tests to validate FRU encoding and decoding logic
  • Align implementation with Intel FRU specification
