Rename alarms_control target to alarms_control-lib, include FetchDependencies for c_helpers, gate demo executable

  • Rename library target from "alarms_control" to "alarms_control-lib"
  • Replace manual c_helpers FetchContent block with the new "FetchDependencies" module and "fetchdependencies()" call
  • Changed cmake_modules GIT_TAG to "da9010833db7c4d06328fd6fb5840c998607c4d4"
  • Add LIB_DEMO_ENABLE option (default OFF) to conditionally build the demo executable
  • Drop -Wall -Wextra -Werror compile options and the if(TARGET c_helpers) guard from the library target
  • Remove redundant enable_language(C CXX) call and unused/commented-out lines
  • Update project.yml.in to reference "libc_helpers-lib.a" instead of "libc_helpers.a"
  • Document the LIB_DEMO_ENABLE option and how to enable/disable the demo application in the README
  • Added "*.gitlab-ci.yml" in .gitignore
